An archer friend of mine actually did test this theory, having also heard the rumor, and she determined that it was, in fact, not true. She tried firing the bow with no arrows, one arrow, two arrows, and three arrows. In each case, when she ran out of arrows, she was unable to use the bow further. Perhaps the fellow that you helped out wasn't actually using the bow, but had just acquired it from one of the orc scouts.
