In case you are operating a fire wall you may experience problems patching.
One of these problems may include the following line of events:
1. You start up the game and it attempts to patch.
2. Your firewall interrupts the patch session and asks you whether you want to allow that download.
3. You say: Yes, I want that download.. but it won't actually take up the patch session again

Should that have happened to you the only way to resolve the problem is uninstalling the game, re-install it and disable your firewall before starting a new patch session.

I think there is another possibility to download the latest patches from www.uo.com directly and copy them into the patch folder.. But I am not 100% sure about that one.
