Adverbs

I began studying elven last year and stopped for a while. I picked up again this year. A few moments ago I cam across the Adverb section of the tel'Mithrim Elven Dictionary. There seems to be the rule that you can only describe verbs with adverbs. Is this an idiosyncrasy of elven, and if so, does that mean you coudn't say anything like: intensely green? Because on my knowledge adverbs modify adjectives, verbs, and other adverbs.
