"C" in Elvish is pronounced as a hard "k" (this is true in Tolkien Elvish as well as ours). Celeb'kuruni (that does fit best as a title translating as 'Silver Witch') would be most likely pronounced as "kel-eb KU'ru-ni," with the emphasis on the "ku" syllable and rolling the 'r' slightly, more as you would in German than in Spanish.
